Noteworthy changes:

• Channel mode +j has been introduced. It is like the Join flood protection of +f, but focuses on one user. This is helpful for controlling the 'Revolving door' users. /mode #channel +j 3:2 [3 joins, in 2 seconds].
• We now support channel mode +I, for invite exceptions. /mode #channel +I nick!user@hostmask.
